Animals have rights, and both State and Federal law govern treatment of animals and animal rights. For example, laws governing cruelty to animinals prohibit the infliction of suffering or harm on animals for purposes other than self-defense. Laws concerning animal cruelty are designed to prevent needless cruelty to animals.
